The board of Harness Racing Victoria (HRV) is the Statutory Body which controls the sport of Harness racing in the State of Victoria. The members of the Board are appointed under the Racing Act. The board is responsible for the provision and maintenance of policy and for overseeing the operations of the Harness Racing Industry. It provides the administrative structure to serve the needs of country clubs, industry participants and the general public.

The Board is made up by individuals with experience in business and in the Harness Racing Industry.

The office of the HRV is responsible for:-
•  Administration
•  Marketing
•  Country Club Support
•  Race Programming and Handicapping
•  Registration of horses
•  Licensing of trainers and drivers
•  Stewards Panel
•  Industry Finances

The HRV has a dual role. As well as being an industry body, it is also a club which controls harness racing operations at the Moonee Valley Racecourse. Harness Racing is conducted every Saturday night and during the day on selected weekdays and Sundays. A total of 73 meetings a year are held at Moonee Valley.

The HRV works closely with the Harness Racing Training Centre, which was established in 1990, at Lords Raceway Bendigo. The centre is a training and taching complex which offers the 12 months Trainer/Driver Certificate Course which has been developed with the State Training Board, the Loddon Campaspe College of TAFE and the Department of Employment Education and Training and the Bendigo Harness Racing Club. Graduates of the certificate work in many diverse areas of the Harness Racing Industry. The course aims to provide a way for outsiders to gain entry into the Harness Racing Industry, as well as being a resource, for those already involved in the sport, to improve their knowledge and skills.

The HRV is also a member of the Australian Harness Racing Council which is an incorporated body established to act as a national forum for discussion of issues concerning the sport. The Council administers the Australian Trotting Stud Book, keeps relevant records, enforces rules and acts as the national body in international harness racing affairs.

The privatisation of the TAB (TABCORP) has paved the way for Harness Racing to position itself as a provider to quality entertainment and as a leader in the wagering industry.
